Eliminating Data Silos
(Part III)
The approaches used in the elimination of data silos can be categorised into two main categories: Preventative measures and corrective measures.
Preventative measures:
This is where the elimination of data silos is built into the data processing activities of the company. In the best case scenario, organisation activities are intertwined with data gathering and processing activities. IT is uniquely positioned to solve this problem by implementing IT governance principles. IT governance with its focus on welding together the interests of various organisational units by strategic alignment can eliminate data silos proactively by fostering cooperation between potential silos.
Custodians of data generated from key activities in the organisation should also be neutral or disinterested parties such as the IT department or top management.
It is often claimed that IT systems are among the most effective means of shaping or altering human behaviour. This power can be used effectively in the prevention of the formation of data silos. Tools with ERP capabilities should be employed to minimise the compartmentalisation of organisational data.

Corrective measures:
As a practical matter, this will vary from one organisation to another. As is often the case when dealing with complex organisational issues, the details matter. The first step however will invariably be awareness: the realisation that there exists a data silo problem.
The basic principle would then be to identify the origins of the existing data silos (political, technical or procedural) and act accordingly to rectify the situation. Where the origins are of a political nature, it might be necessary for the top decision maker in the concerned organisation to intervene. Technical and procedural sources of data silos can be rectified by properly designed IT solutions and Business Process Re-engineering respectively.
It is important to consider the potential for all three of the factors to interact. That is data silos can be in existence as a result of the combination of more than one of the factors. Ultimately, it is up to the manager to craft the remedy applicable to his/her organisation.
